Jim has over 30 years experience in management of development projects and programs; organization and human resource development; strategic and financial planning; and project design, implementation, monitoring and evaluation; has managed programs with multimillion dollar budgets, multinational operations and multicultural staffs in Latin America, Africa, and Asia. As Vice President for International Programs since 1995, Jim is responsible for the overall management, fund raising, administration, budgeting, monitoring and evaluation of the International Programs Division within NCBA. He establishes objectives and priorities for the Division consistent with its program focus and direction and in conjunction with overall NCBA directions and policies; allocates and manages the financial and human resources required to achieve the Division's objectives; and ensures programmatic and financial compliance with all grants and contracts managed by the Division. NCBA's International annual portfolio is comprised of between 25 to 30 projects in 15 to 20 countries, with an annual budget from $16.0 to

 20.0 million, an HQ staff of 12 and 25 to 30 field staff. From 1993 to 1995 he was a Program Manager with responsibilities to identify and develop project opportunities for microenterprise and cooperative business programs, and to manage on-going microenterprise projects.

Previously, Jim was a private consultant for 3 years, providing services in small and micro enterprise development and institution strengthening. He was Deputy Director, International Voluntary Services for 10 years where he managed 9 country programs. He worked with the US Peace Corps as an Associate Director/Chile and as the Director, Office of Special Services. He was a teacher, Lincoln Junior High School, Washington, D.C.; and a Recruiter, a Trainer and a Volunteer (Venezuela) with the U.S. Peace Corps. Jim has served for 7 years as a Board member, Overseas Cooperative Development Council (OCDC); and has a 12 years association with the Small Enterprise Education and Promotion (SEEP) Network as Chair of Steering Committee, member of the Financial Services Working Group, Chair of Board, contributor to SEEP products and workshops. Jim is a graduate of Franklin and Marshall College, Lancaster, PA, 1963, where he majored in Government and is fluent in Spanish.
