Judith Dunbar is a Conflict Specialist with the Office of Conflict Management & Mitigation in the Bureau for Democracy, Conflict & Humanitarian Affairs in the U.S. Agency for International Development. She serves as the primary backstop for Serbia, the North Caucasus and Russia. She has coordinated the development of a new resource guide on community-based development programs in conflict-affected environments, and provides technical support on conflict to the Bureau for Economic Growth, Agriculture and Trade.
