Dr. Fipps is currently serving as Senior Advisor for Water for the U.S. Department of State in Kabul, Afghanistan. Dr. Fipps is also Director of the Irrigation Technology Center at Texas A&M University. Dr. Fipps' expertise is in irrigation technology, water and salinity management, water resources engineering, irrigation scheme management and rehabilitation, and information technologies including web-based information delivery and Geographic Information Systems (GIS).
Dr. Fipps has worked extensively in on-farm demonstration and technology transfer, as well as regional water planning and management programs. Dr. Fipps has international experience and conducted field work and studies in Latin America, Europe, Africa, the Middle East, Central Asia and the Far East. Dr. Fipps earned a B.A. in Liberal Arts from the University of Texas at Austin, B.S. in Agricultural Engineering from Texas A&M University, M.S. and Ph.D. in Biological and Agricultural Engineering at North Carolina State University.
