Gregory D. Foster is a professor at the Industrial College of the Armed Forces, National Defense University, Washington, D.C., where he previously has served as George C. Marshall Professor and J. Carlton Ward Distinguished Professor and Director of Research. He also has served recently as Executive Director of the Defense Environmental Forum, a joint venture between the Deputy Under Secretary of Defense (Installations & Environment) and the President of the National Defense University.
Before coming to the National Defense University in 1984, Mr. Foster was a manager of public policy in the private sector, and before that a commander and staff officer in the U.S. Army. A graduate of the U.S. Military Academy, he holds a doctorate in public administration from The George Washington University, is a graduate of the Executive Course of the Asia-Pacific Center for Security Studies, and has published widely on a broad range of public policy and international security issues (such as environmental security, civil-military relations, and strategy).
