Jim Holderbaum
Vice President, Europe & Asia Division
ACDI/VOCA


Dr. James Holderbaum currently serves as Vice President for the Europe & Asia Division at ACDI/VOCA. Dr. Holderbaum is a forage and livestock specialist and served as a National Academy of Science exchange scientist to the Soviet Agricultural Academy in 1991. He served as a Technical and Policy Advisor on Environment and Agriculture in the Near East Bureau of the U.S. Agency for International Development between 1991 and 1992 where he drafted the Bureau's Strategic Plan for USAID assistance in environment and natural resources

 for the Middle East. During this time he also provided technical support to the Department of State during co-sponsorship of the Multilateral Working Groups on Water Resources and Environment for the Middle East Peace Talks. Dr. Holderbaum was an agriculture and environment technical advisor to USAID's NIS Task Force between 1992 and 1994. Between 1995 and 1997 he was Country Program Director in Moldova and Ukraine for USAID's Environmental Policy and Technology Project. He served as the Co-coordinator of the Sustainable Agriculture Working Group under USAID's U.S.-Ukraine Program to Promote Sustainable Development between 1996 and 1997. Currently, Dr. Holderbaum supervises the $40 million Serbia Community Development program and the $23 million Iraq Community Action Program and has traveled to Iraq three times over the past 6 months.
