Thomas J. Leney As Vice President of Programs for Winrock International, Tom Leney leads Winrock's growth efforts, overseeing its program development and communications. He is the former director of Programs for the United Nations Foundation and joined Winrock's Arlington, VA office in February 2005.

Leney is a graduate of Harvard's Kennedy School of Government where he earned a master's degree in Public Policy and holds a MBA from Georgetown University. Leney has served as executive director and deputy director of the Program on the Role of American Military Power for the Association of the U.S. Army. Additionally, he was deputy director of the Carnegie Commission on Preventing Deadly Conflict from the mid- to late 1990s. He is a graduate of the U.S. Military Academy at West Point and had a distinguished military career that spanned two decades ending in 1995 at the rank of Colonel in the U.S. Army.
