Raymond J. Miller

Dr. Raymond Miller is a soil chemist with experience teaching at the graduate and undergraduate levels, has conducted research on clay-water systems, mitochondria, GIS and agro-ecological zones, and has extensive administrative experience. Since 1998, he has been Director of International Programs in Agriculture and Natural Resources (IPAN) at the University of Maryland. Preceding this his administrative experience has included President of the Maryland Institute for Agriculture and Natural Resources, Vice President for Agriculture Affairs UM, Dean of the UM Colleges of Agriculture and Life Sciences, Dean of the College of Agriculture, University of Idaho, Director of the Idaho Agricultural Experiment Station (AES) and Assistant and Associate director of the Illinois AES. He

 has nearly 25 years experience working internationally and has worked in or with people and programs from many countries including Russia, Bulgaria, Uzbekistan, Kazakhstan, Israel, Costa Rica, China, Guatemala, Dominican Republic, Brazil, Philippines, Egypt, Indonesia, Tanzania, Ethiopia, Mali, Bangladesh, India and Ukraine.

Dr. Miller has been a consultant to AID, the World Bank, DOE, the MOROZOV project in Russia and INTERROS a private Russian company. He has been recognized by being elected a fellow in the American Association for the Advancement of Science, the Agronomy Society of America, the Soil Science Society of America and has been awarded an honorary degree from the Moscow State Agro-engineering University. In addition to his extensive research publications, he has published on the US and Russian agricultural higher education systems, the conditions necessary for a successful extension system and made presentations on the roles of colleges of agriculture internationally.
