"Innovative Public-Private Partnerships that Promote International Agricultural and Rural Development" Speakers and Panelists
Mr. Silcox is the Senior Enterprise Development Advisor for the Economic Growth Office of the Economic Growth, Agriculture and Trade Bureau in USAID/Washington where he provides technical leadership in enterprise development and support for field missions. He also serves as CTO for the Business Growth Initiative (BGI) and the Volunteers in Economic Growth Alliance (VEGA) program. His experience includes resident positions in Guyana, Ukraine, Georgia, Egypt, Jordan, and Belgium. He has also led and served on short-term, technical assistance teams in over three dozen countries conducting strategy formulation, project design and implementation and evaluation of enterprise development and other projects.
He has conducted market research for private sector companies, conducted training programs and has designed and implemented project monitoring and evaluation systems. Having worked in international development and with USAID in various capacities around the world on a range of private sector growth initiatives, he has led and observed changes and progress in enterprise development strategies and programs over the past two decades. His technical expertise includes private sector development, agricultural marketing programs, SME and microenterprise development programs, business services development, market research, sub-sector/value chain research, regional planning, community economic development, training, institutional development, program monitoring and evaluation.
