From 1951 to 1993, served as a faculty member at Michigan State University. Promoted to Professor of Political Science in 1963. Appointed Assistant Dean of newly established Office of the Dean of International Programs in 1957. Advanced to Dean of International Studies and Programs in 1968. Later also named Assistant to the President for International Studies and Programs.
In collaboration with deans of colleges, university wide responsibilities included area and international studies centers, development contracts and activities, foreign students and scholars, overseas study programs, institutional relationships abroad, and international curricular and research development. Dr. Smuckler has a distinguished career of leadership positions and consultancies with private foundations, US government agencies and the NASULGC. He is the author of numerous publications in professional journals on developments, internationalization and related higher educations issues.
