Phil Steffen is currently serving as the Agricultural Reconstruction Advisor for the US Agency for International Development, Bureau for Economic Growth, Agriculture and Trade, Office of Agriculture, Rural Policy and Governance Team (USAID/EGAT/AG/RPGT). As Agricultural Reconstruction Advisor, Phil Steffen covers countries emerging from conflict or catastrophes. He is working with the Agriculture Office to mainstream issues of fragility and conflict into agricultural programming and market-led recovery, support to USAID Missions, and training and outreach.

JBefore joining USAID, Phil worked near nine years - overseas and in Washington - for the USAID-funded Famine Early Warning System (FEWS). Phil holds an MA in international relations (Johns Hopkins University) and a PhD in agricultural economics (Michigan State University). He has more than eleven years of resident experience in Africa and carried out numerous short-term assignments in Africa and elsewhere, including conflict-prone countries. His latest field assignments for USAID include a multi-donor assessment of livelihoods, markets and food aid and programming options in Darfur, Sudan (2005) and review of the economic growth and food security program portfolio and new program design in Southern Sudan (2006). Phil speaks professional level French.
