Earl Anthony Wayne U.S. Department of State
As Assistant Secretary of State for Economic and Business Affairs (EB)in the Department of State, Mr. Wayne's purview include international finance, development, debt and investment policy; economic sanctions; international energy policy; conflict diamonds; trade policy; international telecommunications and information issues; international transportation and aviation; and commercial and business advocacy overseas. Mr. Wayne served as Principal Deputy Assistant Secretary of State for European Affairs (EUR) from 1997 until spring 2000 and as Deputy Assistant Secretary for Europe and Canada from 1996 to 1997. Mr. Wayne served as Deputy Chief of Mission at the U.S. Mission to the European Union from July 1993 until July 1996, and from June 1991 to June 1993, he was Director for Western European Affairs at the National Security Council (NSC). Mr. Wayne was Director for Regional Affairs for the U.S. Ambassador-at-Large for Counter-Terrorism and From 1989 to 1991, formulating and implementing U.S. counter-terrorism policy cooperation. From 1987 to 1989, he took a leave of absence from the Foreign Service to be the National Security Correspondent for the Christian Science Monitor. From 1984 to 1987, Mr. Wayne served as First Secretary at the U.S. Embassy in Paris, and he was Special Assistant to Secretaries of State Haig and Shultz between 1981 and 1983. He served earlier as a member of the State Department's Executive Secretariat, as a political officer in U.S. Embassy Rabat, Morocco, and as an analyst of Chinese domestic and foreign policies in the Bureau of Intelligence and Research. He joined the Foreign Service in 1975. Mr. Wayne holds an MPA degree (Harvard University), two MA degrees (Princeton University and Stanford University) and a BA degree (University of California).
