Roger Winter Former Assistant Administrator United States Agency for International Development
After 15 years in State and local employment and urban development work, Winter worked in the Carter administration heading up the U.S. Office of Refugee Resettlement in the then Department of Health, Education and Welfare. He then served as the Executive Director of the non-profit U.S. Committee for Refugees from 1981 to early 2001, at which time he was appointed initially by President Bush to be the Director of the U.S. Office of Foreign Disaster Assistance and then Assistant USAID Administrator, responsible for Democracy, Conflict and Humanitarian Assistance. During the four years he was at USAID, Winter served on the Administration's team seeking to achieve peace in Sudan. After several million deaths and more than four million displaced as refugees, a peace treaty between the South (of Sudan) and the Government of Sudan was signed January 9th of this year. The genocidal war in Darfur Sudan continues. Winter left USAID at the end of January this year.
